About the speaker……

Sheriff David Thoroughman brings more than three decades of law enforcement expertise to his role serving Scioto County. A lifelong community member with deep roots in the region, Sheriff Thoroughman's career reflects a commitment to professional growth and innovative leadership across multiple public safety disciplines.

His law enforcement journey began with the United States Air Force, where he served as a security police officer. He later transitioned to corrections work at the Southern Ohio Correctional Facility before joining the Portsmouth Police Department, where he advanced through the ranks from patrolman to captain and served as acting chief. Throughout his tenure with the department, he was instrumental in local drug task force operations and helped shape community-focused policing strategies.

Following his distinguished career with Portsmouth Police, Sheriff Thoroughman applied his leadership experience at Shawnee State University, where he transformed the campus security function into a comprehensive Department of Public Safety—a hybrid of both police and security officers.

In addition to his operational expertise, Sheriff Thoroughman holds a bachelor's degree from Shawnee State University and maintains certifications as both an Emergency Medical Technician and volunteer firefighter. His 33-year career demonstrates a broad understanding of law enforcement, emergency response, and public safety innovation.
